Samson in the Bible may provide an example of people cutting their sons' hair at age 2. Samson's hair was never cut from birth but was allowed to grow into seven long locks (Judges 1:: 13 & 19).
This practice infers that the hair of Jewish men was cut at some point in time to differentiate males from females.

I believe that boys' hair was grown in locks like Samson and other males. However, at age two, their hair could have been cut to relieve the weight and to distinguish them from females.
